It's possible with his background if you just put him outside without
actually watching, SOMETHING may have spooked him. Doesn't take much
when they Just Don't Know what is happening. Therefore, he'll not want
to go out. A loud clap of thunder, sudden noise from the road, a
neighbor's child, anything.

When you put him out, go with him (at least for now). Keep an eye on
things around and see if you can tell what bothers him outside. When you
put him out, say in a coaxing (as opposed to command) voice "Go Potty"
-- he'll have NO idea at first what you're talking about, but
eventually, with your praising him when he wets or poops (and give poops
even MORE praise) what "Go Potty" means. Make sure you are paying
attention to his attitude. Maybe he's trying to tell you he needs to go
out, but you're not reading him right. Make sure he goes out first thing
in the morning. If you wait a bit to feed him, give him another chance
outside. Feed him and then let him out again. Figure 3 - 4 hours for the
meal to digest (or if he starts stink bombs when he normally doesn't
show gas!) and Do the coaxing "Wanna go out?" and then take it out and
say "Go Potty." And when you know he should have pooped and he hasn't,
encourage him until he does. If you do let him back into the house,
restrict him (if you have a crate use that or use a leash to keep him
with you) and then give it another try in 15 minutes to half an hour.
