From my experience that is what most people do, but dogs are funny creatures and don't always act expectedly.
I let three kids pet my two year old white boxer who was the friendliest dog in the universe and he growled at them.
I realized later he did it because of my anxiousness, I've tried to not feel, knowing my dogs will react to it.
I feel anxious because I've seen several dog attacks, serious ones.
So just remember the owner's feelings are picked up by the dogs and that can cause them to respond unexpecedly.
Surely it is acceptable to ask a dog-owner's permission to greet their dog?
