If he's not fat. Not really gaining weight, 40 oz may be fine IF he's going to be 83+ lbs. I would not drop from 40 to 32 - 28 immediately. That's a 20-30% drop in his food. That's a lot!
Look at his feet. Do they look big for his size? He's still growing. He's a puppy and may have that "ribby" puppy look but he should not be overly skinny.
You might start with a drop to 38oz - that's feeding for 79-80 lbs. Is he hungry? Is he losing weight? You should know in a few days time. 40oz may be right. How big is dad, do you know?

oh ok thanks, When I brought him home I was never feeding enough so I thought to go from 4 cups to 5 cups . He really isn't gaining weight and you can still feel his ribs. He looks good not fat. so I will go back to 32 oz.. or 28 oz.

Wow yes. Meghan gets 24-25 oz / day and she weighs in between 58-62 depending.
Its 3% of their body weight. Even figuring for his growth, if I'm figuring right this late at night, you're feeding an 83lb boxer.
Are you figuring he'll get that big? Also, look at him. Is he fat, plump, ok, or scrawny?
