Describe skittish? How old? Where did he come from? What's his history?
You didn't say so I'm going to have to make some assumptions.
Not a puppy. Possibly a rescue or at least a rehome.
If he's skittish with you its possible he had a bit of rough treatment in his past. If that's so he's come to expect the worse from a human than the best. You need to keep patience and calm around him. Move steadily but not too quick (quick hands mean hitting hands). If he flinches or moves away, stop, encourage him, call to him and then move again. Lots of love touches ... Soft smooth and loving.
It's going to take time. He's probably had enough bad to not trust the good. Just give him time and love.
